THE PROGRAM

The Illinois Rental Payment Program (ILRPP) provided financial assistance for rent to income-eligible Illinois renters and their landlords who the COVID-19 pandemic impacted. Both renters and landlords could apply for assistance.

 

Assistance covered up to 18 months of emergency rental payments, including up to 15 months of missed rent payments and up to three months of future rent payments. ILRPP funds were used to pay rent owed from June 2020 through April 2022.

 

THE APPLICATION WINDOW IS NOW CLOSED.

 

Prioritization was given to applicants who were: 

  • Unemployed over 90 days

  • Below 50% of the Area Median Income (AMI)

WHAT'S NEW IN ROUND TWO

  • Tenants residing in state or federally-subsidized housing can receive ILRPP2 assistance to cover the tenant-paid portion of rent. 

  • Additional required documents: 

    • Copy of voucher with tenant portion rent

    • Copy of re-certification of income with the new rental amount 

    • Rental assistance received for 2020-2021 from other programs to ensure no duplication of benefits 

 

  • Housing Providers can apply for multiple tenants at once using the "Bulk Upload" feature 

  • Housing Providers can check the status of all their applications for various units on a single dashboard 

  • Additional required documents: 

    • Housing Provider ID or Proof of LLC 

    • Certificate of Good Standing

    • Articles of Incorporation

WHO IS ELIGIBLE?

To be eligible for ILRPP, applicants must meet the following minimum requirements:

  • Illinois Resident - You are either a renter in Illinois or a landlord with a tenant who lives in Illinois.

  • Financial & Unemployment Difficulty - Your household (or your tenant's household) experienced financial hardship during or due, directly or indirectly, to the coronavirus pandemic.

  • Housing Instability - Your household (or your tenants' household) is behind on rent and/or is at risk of experiencing homelessness or housing instability.

  • Income Limits - Your (or your tenant's) household income is at or below the limit for your county. Click here to find the income limits for your county.

 

Proof of citizenship is not required to apply.

ILRPP assistance is a grant that does NOT have to be repaid.

HOW TO APPLY

THE APPLICATION WINDOW FOR ILRPP IS NOW CLOSED.

The ILRPP application is a joint application between the tenant and the landlord. Both the tenant and landlord may complete their online application by visiting www.IllinoisHousingHelp.org and completing the pre-eligibility questionnaire, creating an ILRPP account, and providing the required information and documents.
